Parking Guidelines


The Parking Department was primarily established to control on-campus parking so that parking spaces would be available for the public.  This department is committed to quality service.  Parking lots on the campus provide a limited number of reserved spaces for employees at a small monthly charge.  There are approximately 3194 parking lot spaces on campus and over 7500 employees employed at UMMC.  Employees are automatically placed on a parking lot waiting list based on their date of hire.  The Parking Committee may authorize parking for business necessities or security issues.  Parking may be issued by an Executive decision also. Parking is issued when space becomes available. Free parking is available at the Veterans Memorial Stadium across North State Street, west of the Medical Center.  When the stadium parking lot is full, there is an overflow lot next to the Medical Towers building on South Stadium Circle Drive as well as the Old Farmers Market lot.  Regularly scheduled shuttle bus service is available between several locations on campus, the stadium parking lot and between the campus and the Jackson Medical Mall.

Parking is issued in the following order:  first priority is handicap or medical, second priority is faculty, third priority is staff employees, and fourth priority is students.  Parking is twenty dollars per month on surface lots.  A few spaces have been allocated in Garages A and B for seventy eight dollars per month but this is no longer available.  The Medical Pavilion lot with 265 spaces is for private patients with appointments only.

PATIENT AND VISITORS

  • Patients and Visitors can obtain parking permits from the UMC Business Office or the Wiser/OB Receiving Business Office.

Permit Fees:

3 days for $3.00

7 days for $7.00

30 days for $30.00

  • Information regarding parking permits is given to the Patient/Visitor at time of admittance.
  • Parking Attendants will refer patients to Business Offices for permits.
  • Permits are issued in the patient's name.  Only one patient permit vehicle is allowed in the lot at a time.

CLERGY or MINISTERS

  • Clergy or Ministers can obtain a parking decal from the Physical Facilities Trailer.
  • Need ordination papers, Church Bulletin, Other ID with Reverend, Brother, or etc. in printed form. NOTE: Driver's License and/or checkbooks are not acceptable for verifying clergy ID.

CLINICAL EDUCATION SPECIALIST - Lot #21 only

  • Has Clinical Education Specialist identified on ID Badge.
  • Works 1-2 half days per week.
  • No fee is charged for parking.

CLINICIAN

  • Employee must work less than 50%.  Verify with H.R. if needed.
  • No fee is charged for parking.

VOLUNTEER

  • Must have authorization or approval by Director of Volunteer Services.
  • No fee is charged for parking.

RESIDENT AND FELLOWS

  • Must have Resident or Fellow identified on ID Badge.
  • Residents are assigned to Garage A and Garage B.  Dental residents are assigned to Lot #21.  Residents and Fellows who wish to move will make their request to the Office of Medical Education.  This list is sent to Physical Facilities to switch when space becomes available.
  • Fellows must be registered in Registrars' office as postdoctoral fellows.
  • No fee is charged for parking

AUTHORIZED EMPLOYEE PARKING

  • Employees are authorized to park in stadium.  Employees cannot park in any pay lot and pay the parking fee during normal working hours unless authorized by Physical Facilities.
  • No fee is charged for stadium parking.
  • Pay parking is issued to employees for designated lots, as space becomes available.
  • Employees are selected by hire date from UMC Parking Application Register.
  • Parking Committee may authorize parking for business necessities or security issues.
  • Parking may be issued by an Executive decision.
  • Parking is assigned to the lot closest to employee's work place if available.  If not, employee is assigned where space is available and put on a transfer list to be moved to closest lot.  (If there are two employees who wish to change lots, they are notified and must come to Trailer I with their vehicles at the same time, and the transfer will be made.)
  • If an employee is contacted for issuing parking and does not want lot where the space is available, they are left on the application listing, and the next employee on the list is contacted.
  • Parking fee is $20.00 per month on surface lots, and $78.00 a month in the Garages.
  • Lakeland and URC (Lots 22 and 23) employees are assigned parking due to location, but sign a form stating they realize if they change locations, parking is revoked and they go back on Application listing according to hire date.

EMPLOYEE CARPOOL PARKING

  • Employees who already have authorized pay parking and wish to carpool will contact Physical Facilities Parking.
  • Decal will be removed from employee's vehicle and carpool card issued.
  • Carpooling employees must work same shift and ride in same vehicle.
  • All carpool badges will be activated and a close watch will be kept to insure only one vehicle is in lot at a time.

PERMANENT MEDICAL OR DOCTOR'S OFFICE PARKING PERMIT

  • A Disabled Parking Application must obtain from Physical Facilities Parking. 
  • Application must be filled out by a Physician or Nurse Practitioner.
  • Employee must make a copy of the Application as Tax Collectors office will keep the original.
  • Employee takes completed original application to Tax Collectors Office for Handicap Placard.
  • Copy of completed application and placard are brought back to Physical Facilities.
  • Fee for monthly parking is $20.00 for surface lots and $78.00 for garages.

TEMPORARY PARKING PERMITS

SPECIAL GUEST PERMITS (PINK)

  • Employees who forget their ID Badge.
  • Employees who have just moved here and are driving a rental or loaner vehicle.
  • For temporary medical parking when no decal is issued.

SHORT TERM PARKING PERMITS

  • Short-term parking is issued for employees who are on "Off Campus" sites and come over to drop off or pick up materials for department, or have a meeting to attend.
  • Will park in pay lots valid for 2 hours per visit.
  • ID badge is programmed.
  • No fee is charged for parking.

ON CALL PHYSICIAN

  • Valid time is 6:00 p.m. to 6:00 a.m., Monday through Friday and twenty-four hours on Saturdays, Sundays and UMC Holidays.

STUDENT PARKING

  • Student can park free in Parking A or B from 5:00 p.m. to 7:45 .am. Monday through Friday and twenty-four hours Saturdays, Sundays and Holidays. (Student must be out by 7:45 a.m. Monday through Friday, no excuses).
  • Students cannot park in any pay lot and pay the parking fee during normal working hours unless authorized by Physical Facilities..

VENDORS/SERVICE REPRESENTATIVE

  • Must have official UMC Service Vehicle Card on dashboard.  If the service person does not have a Service Vehicle card, the Parking Attendant will direct the person to the Physical Facilities Trailer.
  • Must pay to exit without official UMC Service Vehicle Card.
  • Sales person will pay to exit.

NIGHT DECALS

  • Anyone working 3p-11p, 7p-7a, or 11p-7a, must have a Night Decal.
  • Bring vehicle to Physical Facilities.

SURFACE LOTS

These lots open for employees during the stated times:
  • Lot #3 open at 5:00 p.m. Monday – Friday, open all day weekends and UMC holidays.
  • Lot #3A open at 6:15 p.m. Monday – Friday, open all day weekends and UMC holidays.
  • Lot #14 open at 4:15 p.m. Monday – Friday, open all day weekends and UMC holidays.
  • Lot #21 open at 7:00 p.m. Monday – Friday, open all day weekends and UMC holidays.
  • Employees may park free in any pay lot/garage (except Lot #17) from 10:15 p.m. to 8:45 a.m. and employees that work 7:00 p.m. to 7:00 a.m. shift Monday through Friday, Saturday, Sunday, and holidays.  Employee must exit by 8:45 a.m., Monday through Friday or have a late slip from their supervisor.

RETIREMENT PARKING

  • Professor Emeritus keep their parking after retiring at no charge.
  • Employees who had assigned parking, retire and plan on working part time after retirement, keep their parking at no charge.
